Minutes for Regular Meeting:
March 8, 2006
The Mayor and City Council met in Regular Session on Wednesday,
March 8, 2006 at 4:30 p.m. in the meeting room in City Hall.
PRESENT
Richard Scott, Mayor
Catherine A. Brown, Council Vice President
Carolyn Evans, Councilwoman
Daniel Thompson, Councilman
Roger R. Riggin, Jr., Councilman
Percy J. Purnell, Jr., Councilman
Calvin Dize, City Manager
Joyce L. Morgan, Clerk-Treasurer
Also in attendance; Valerie Swift, Secretary; Alex Ryan; Dan Kuebler;
John K. Phoebus; Raymond Anderson; Orlando Purnell; Judy Crockett;
Donna
and Newell Volk; Philip Goldsborough; Pat Carson; Frank Guetens;
Eddie and
Sue Heath; Bobby Goldsborough and Loretta Bliss.
Mayor Scott called the meeting to order with the Lord’s Prayer and
the
Pledge of Allegiance. He advised anyone not wishing to participate
to step out.
At this time, Council Vice President Brown presented the minutes
from
the previous month’s meetings for approval. Councilman Purnell made
reference
to corrections for the Department Head meeting of February 8, 2006
and the
Special Meeting of 2/23/06.
At this time, Councilman Thompson made a motion to approve the
minutes from the Department Head meeting of 2/8/06, the Regular
meeting of
2/8/06 and the Special Meeting of 2/23/06 with the necessary
corrections.
Motion seconded by Council Vice President Brown and carried
unanimously.
At this time, Council Vice President Brown read aloud a letter from
the
Chamber regarding the Council’s adoption of a first and second
reader provision.
She advised that the Council never adopted this type of provision.
Councilman
Thompson noted that this is the policy for adoption of Ordinances.
Council Vice President Brown also read an article from the open
meeting
law regarding the rights of City residents, only, to participate in
City meetings.
Mayor Scott commented that there have been too many interruptions
from audience members during the times that business is being
conducted
by the Council.
NEW BUSINESS
Mr. O.M. Purnell appeared before the Mayor and Council regarding
the
Pride Lodge 194 request to hold their annual Organization Day parade
on Sunday
April 23rd. Council Vice President Brown noted that the Lodge would
also need to
provide proof of their liability insurance. At this time,
Councilwoman Evans made
a motion to approve the request, contingent upon receipt of proof of
liability
insurance. Motion seconded by Councilman Purnell and carried with
abstention
from Council Vice President Brown, due to conflict of interest.
At this time, Council Vice President Brown made reference to Mayor
Scott’s appointment of Tillie Doyle to the Planning Commission as an
alternate.
So moved by Councilwoman Evans, Seconded by Council Vice President
Brown
and carried unanimously.
She also made reference to the Mayor’s appointment of Emily Gregory,
Barbara Somers and Becky Daugherty to the Election Board. So moved
by
Councilwoman Evans, seconded by Councilman Purnell and carried
unanimously.
Council Vice President Brown made reference to a letter from Mr.
Peter
Desipio for a water and sewer allocation for a personal dwelling on
Old State
Road. At this time, Councilwoman Evans made a motion to approve this
request.
Motion seconded by Councilman Purnell and carried unanimously.
Council Vice President Brown made reference to an Ordinance to be
adopted for First Reader establishing water and sewer connection
policies.
So moved for First Reader by Councilman Purnell, seconded by
Council-
woman Evans and carried unanimously.
UNFINISHED BUSINESS
Councilman Thompson made reference to the water and sewer
connection
policy and commented that he would prefer that developers wait until
the SRP is
done. Councilman Purnell concurred that the City can’t reserve
allocations
without construction being done.
Councilman Purnell also made reference to the density issue as far
as the
size of the building versus the cost of units. He stated that he
does not feel
that the City should regulate the number of condo units. Councilman
Purnell
advised that he has no problem with regulating the number of
buildings on a
plot of land.
Council Vice President Brown commented that the density issue needs
to
be addressed because of the diversity of having a single family
dwelling located
next to condo units.
Councilman Thompson made reference to the burden of cost to the City
with regards to the number of units.
Councilman Purnell questioned how the City can regulate the number
of
units if a building meets all other City requirements. He also
commented that
he does not see how an SRP can dictate what property owners can do
with their
own property. Council Vice President Brown commented that there
still needs to
be a plan. Councilman Purnell commented that the City does not need
to have
a plan at the level of an SRP.
Further discussion followed regarding the need for building
regulation in
the City.
There being no further discussion, Councilwoman Evans made a motion
to adjourn the meeting, seconded by Council Vice President Brown and
carried
unanimously.
Meeting adjourned at 5:16 p.m.
