on Wednesday, December 12, 2007 at 6:00 p.m. at the Tawes Museum.

PRESENT

Percy J. Purnell, Jr., Mayor
Raymond D. Anderson, Council Vice President
Roger R. Riggin, Jr., Councilman
Kimberly B. Lawson, Councilman
LaVerne Johnson, Councilwoman
Calvin Dize, City Manager
Joyce L. Morgan, Clerk-Treasurer

Rick Lord, Superintendent of Public Works

Absent; Councilman Barry Dize and Harold Frock, Superintendent of Public Utilities. Also in attendance; Valerie Swift, Secretary. ( see sign in sheet for others in attendance)

Mayor Purnell called the meeting to order, opening with the Lord’s Prayer and the Pledge of Allegiance. At this time, Mayor Purnell reviewed the agenda for this evening’s meeting.
 

APPROVAL OF MINUTES

Mayor Purnell requested approval of the minutes from the regular meeting of November 28, 2007. Approval so moved by Councilman Lawson, seconded by Council Vice President Anderson, and carried unanimously.

1ST SESSION OF PUBLIC INPUT

Mr. Austin Cox, Sr., commented concerning the absence of Councilman Dize. Mayor Purnell noted that he had only missed two meetings, and was absent this evening due to work. Mr. David Marquis inquired if the November 28th meeting had been open  to the public. Mayor Purnell explained that the location had been changed and the  meeting was changed from a work session to a regular meeting, both of which were public meetings.
 

DEPARTMENT HEAD REPORTS

CHIEF MIKE TABOR, presented his monthly report, highlighting its contents.He also noted that the Department had a major drug bust on December 11th and presented pictures of what was confiscated.
Mayor Purnell noted that Mr. Frock was absent due to illness. RICK LORD, SUPERINTENDENT OF PUBLIC WORKS, presented his  monthly report, highlighting its contents. Mr. Terry Pehan inquired about the collection of Christmas trees. Mr. Lord advised that the City offers the service, but very few use it. JOYCE L. MORGAN, CLERK-TREASURER, presented her monthly financial report through October 31st. CALVIN DIZE, CITY MANAGER, commended all of the department heads on their hard work and the amount of work that they turn out with limited staff. Mr. Dize went on to review his monthly report. MR. BILL MISTER, INSPECTOR, presented his monthly report, highlighting its contents. He noted that sidewalk repair or replacement is being missed during some property transfers. Mrs. Morgan advised that this is because payment for taxes and water utilities have already been made, therefore, the title companies are not calling the City for figures before settlement occurs. Mayor Purnell suggested sending real estate companies letters concerning the requirement for sidewalk.

UNFINISHED BUSINESS

Mr. Bill Mister, Inspector, made reference to the 2nd reader of the Property Maintenance Ordinance, and advised that this could be delayed until he had prepared the line by line comparison for review.
Mayor Purnell made reference to the Event Planner and advised that the City had approved the position.
Mayor Purnell made reference to the lease with Ithaka and requested approval from the Council for him to sign it. At this time, Council Vice President Anderson made a motion to approve the lease. Motion seconded by Councilwoman Johnson and carried unanimously. Mayor Purnell made reference to billing for unused EDU’s and explained that all who have available water and sewer must be billed to keep costs from increasing for  everyone. He noted that those who refuse to pay will have their EDU’s cancelled.

2ND SESSION PUBIC INPUT

Mr. Rick Evans noted that the demolition company would be in Friday for 107 Richardson Avenue.

MAYOR AND COUNCIL REPORT

Councilman Riggin and Council Vice President Anderson thanked everyone for attending and extended Merry Christmas wishes. Councilman Lawson noted that there will be no Regular Meeting on December 26th. He also commended the Department Heads on their hard work. In reference to the previously noted Unfinished Business addressed by Mayor Purnell concerning billing for EDU’s, Councilman Lawson made a motion authorizing Mr. Robin Cockey, City Solicitor, to issue a letter advising those with allocated EDU’s not being used, or with extensions having been granted, that they will loose their EDU’s if payment of the monthly base rate water and sewer bills they are receiving is unfulfilled.  Motion seconded by Councilman Riggin and carried unanimously.  Mr. Austin Cox, Sr., thanked the City for their persistence in the replacement of  the 36 Sewer. Councilwoman Johnson concurred with Mr. Calvin Dize regarding the excellent City workers. She wished everyone a Merry Christmas and a Happy New Year. Mayor Purnell noted that Mr. Dize has been preparing a grant for two new piers on Collins Street and Lori Quinn Drive. He also advised that he attended a meeting of  the Working Waterfront Commission in Annapolis yesterday.

There being no further business for discussion, Councilwoman Johnson made a motion to adjourn, seconded by Councilman Riggin and carried unanimously.

Meeting adjourned at 7:00 p.m.
